Removal of Statutory Collaboration

This legislation would advance the goal of removing barriers to NP practice in New York in order to meet the primary and specialty care needs of patients under a reformed health care system that seeks to expand access to quality health care for all. (To be drafted and likely to include reimbursement protections.)


 

NP Reimbursement Assurance S.3094 (Volker)/A.5477 (Gottfried)

An Act to assure health plans do not deny reimbursement for services rendered by nurse practitioners acting within their lawful scope. (Likely to be consolidated within above bill.)


 

NP Access Protection Act S.3093 (Volker)/A.6342 (Gottfried)

An Act to promote practice opportunities for nurse practitioners by prohibiting health plans from excluding nurse practitioners from their provider networks and to insure that reimbursement rates are reasonable. (Likely to be consolidated with above reimbursement bill and included within collaboration bill.)


 

NP Workers' Compensation Access Act S.1631-A (Maziarz)/A.5847-A (John)

An Act to amend the workers’ compensation law, to authorize nurse practitioners to fully participate within and be reimbursed under the workers’ compensation program in New York State. This legislation is a study bill.


 

Death Certificates S.599-A (Hannon)/A.7074-A (John)

An Act authorizing nurse practitioners to sign death certificates and imposes upon nurse practitioners the same duties that physicians have relative to this function. The bill passed both houses in 2006 but was vetoed by Governor Pataki.


 

Do-Not-Resuscitate S.598 (Hannon)/A.8162 Gottfried)

An Act authorizing nurse practitioners to issue orders not to resuscitate.


 

Immunizations A.8392 (Gottfried)/S.4647 (Hannon)

This bill is intended to add nurse practitioners to the category of persons qualified to certify that an immunization required by section 2164 of the public health law may be detrimental to a child's health.


 

Timothy’s Law Cleanup Bill

Add "Nurse Practitioners" to this section that limits the coverage for outpatient care provided by a psychiatrist or psychologist or a licensed clinical social worker to policies that provide coverage for physician services. This bill would make technical amendments to Timothy's Law cleanup bill that was enacted in Chapter 502 of the Laws of 2007 – which had various technical amendments including changing the outpatient coverage from "twenty days of active treatment" to "twenty visits."


 

NPA License Plates A.8430 (Morelle)/S.5098 (Trunzo)

This bill would add a new Section 404-x to the vehicle and traffic law to provide for the issuance of distinctive plates for members of the Nurse Practitioner Association New York State. Presently, the Department of Motor Vehicles has the statutory authority to issue distinctive license plates to various professions, including duly-licensed physicians, acupuncturists, CPAs, Chiropractors, NYS Dental Association members, registered nurses, registered physician’s assistants, etc. Last year’s moratorium on these types of bills is unresolved to date.


 

Pharmacist Collaborative Drug Therapy (A.3933-B/S.2426-B)

This bill would authorize pharmacists to perform collaborative drug therapy management with physicians or nurse practitioners in certain settings. The NPA has been working with the bill’s sponsors over the past several years in order to ensure that NPs are included and we are generally supportive of the bill as long as this is maintained.
