RCW for ARNP's dispensing controlled substances Question

Does anyone know the RCW for ARNP's dispensing controlled substances (like phentermine) out of a private clinic? (The clinic is owned by an MD and there is an ARNP on staff, would the ARNP be able to dispense when the MD was not in the clinic)?
