Position Description

Job Summary

This position is located in the department of Youth Rehabilitation Services (DYRS), Health Services Administration ( HSA) Division. The Health Services Administration Division is responsible for the design, development, coordination, delivery, and evaluation of a 24- hour comprehensive continuum of quality adolescent medical and behavioral health care services and supports, including screening/assessments, early detection and prevention services, treatment, counseling, dental and vision services for detained and committed youth residing at the Youth Services Center (YSC) or New Beginnings Youth Development Center (NBYDC).

The Nurse Practitioner also coordinates and links with community-based health care providers with the capabilities and capacity to meet the ongoing medical and behavioral health needs of youth upon their release from DYRS’s secure care. The position provides primary health care for detained and committed youth residing at the Youth Services Center (YSC) or New Beginnings Youth Development Center (NBYDC). The Nurse Practitioner works under the general administrative direction and guidance of the Supervisory Nurse Practitioner.

Duties & Responsibilities

The incumbent is responsible for providing primary health care for detained and committed youth residing at the YSC or NB. Incumbent participates with supervisor and other medical staff in planning facilitybased nursing programs, develops standards of nursing care and monitors the quality of care daily, and coordinates nursing care activities. Participates in delivering and coordinating medical and nursing services at DYRS medical clinics, especially evenings and weekends to provide assessment, diagnosis, and treatment.

The incumbent serves as the chairperson of assigned nursing committees in coordination with supervisor, orient newly assigned personnel. Participates with supervisor and other medical staff members in developing and overseeing the chronic care program. Provides emergency and primary care for trauma cases, including suturing; provides prenatal diagnosis and coordinates prenatal and postnatal care in the community. Provides guidance and health instruction to youth and families; recommends case findings and referrals for treatment and follow-up.

Qualifications And Education

A graduate or higher level degree, bachelor’s degree, associate degree, or diploma from an accredited professional nursing educational program is required. In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.

Licenses And Certifications

Possession of RN License; DC Advanced Practice Nursing (APN) License; American Nursing Credentialing Center (ANCC) Certification.

Working Conditions / Environment

Work may be performed in client's homes, inpatient facilities, clinics, correctional settings and other non-traditional settings. The incumbent may be required to work with emotionally disturbed or potentially hostile clients who may have communicable diseases. Such situations may require the nurse to take specific safety precautions.

Other Significant Facts

Tour of Duty: Monday - Friday; 3:00PM-11PM - Incumbent may be required to work seven (7) days a week rotating shifts, be on call in emergency situations such as (natural and/environmental disasters, and public health emergencies) depending on work location assignments and program requirements.

Collective Bargaining Unit (Union): This position is part of a union and covered under District of Columbia Nurses collective bargaining unit and union dues may be collected.

Position Designation : The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Safety Sensitive.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
