Per Sofia Aragon at the Washington Center for Nursing:

Congress can do great things in times of emergency: the COVID-19 "phase-three" compromise stimulus package, H.R. 748, the Coronavirus Aid, Relief, and Economic Security (CARES) Act contains the following priorities supported by the Nursing Community Coalition, a group of 63 national nursing organizations:

1) Requires Strategic National Stockpile to include certain types of medical supplies, such as PPE;
2) Reauthorizes Title VIII Nursing Workforce Development Programs;
3) Authorizes Nurse Practitioners and Clinical Nurse Specialists to to certify home health care for their patients; (my bolding and underlining, Nancy)
4) Includes United States Public Health Service Modernization - Ready Reserve Corps to respond to public health and national emergencies.

The legislation is on its way to the President's desk for signature!
