Legislative Update from our President Jill

Hello Friends,

I attended the MONA APRN-SIG/MOCAP meeting last week in Jefferson City and wanted to update everyone on some important issues:

1. HB 709 Schedule II: Hydrocodone Prescriptive Authority was signed by Governor and will be effective 8-25-15
a. If you maintain a DEA in MO you will need to add this to you DEA prior to prescribing. Please contact BNDD and SBON for assistance.
i. NOTE: CMH has NOT approved this process yet bit are working on it! There are some technically issues that must be addressed prior to beginning to RX this drug.
b. BNDD'S Electronic Prescribing of controlled substances (EPCS): BNDD's final rule is effective on electronic RX of controlled substances in line with Federal DEA Rules. Participating prescribers must undergo "identify Proofing" before hitting send/transmit each time electronic order ins entered.
i. NOTE: CMH is NOT participating yet...we will wait to see how this plays out in the State...but progress is coming!

2. HB 618 Death Certificate Procedure: This bill had complete support from the Senate and majority support in the House but was vetoed by the Governor. Veto Override attempt is scheduled for September 16, 2015@noon. We need 109 votes in House and 24 in Senate. Please send letters to your Representative and Senator requesting their vote "YES" on HB618.
a. This Bill may not seem important to you now but it does support our colleagues who are ready and willing to provide this invaluable service. On a personal note to illustrate the importance here.......3 years ago my brother was killed in a motorcycle accident and my family was restricted from seeing him until reviewed for nearly 72 hours. Help me support this motion for our families, friends and colleagues so their suffering is minimized. Please find attached sample letter you can send.
i. From MONA LOBBYIST: Letters must be sent prior to September 13, in order to reach legislators prior to Veto Session. Please follow-up with a phone call (573-751-2000) to confirm their support and let me know immediately of how your legislator intends to vote. I have to count votes and must have 109 in the House and 24 in the Senate confirmed before our sponsor and leadership will bring the bill up for a vote. Thank you for your advocacy on this issue. 3. GOALS for next MISSOURI Session:
a. Drug Monitoring Program legislation
b. Full Practice Authority (FPA) language being developed with intention to move Bills through House and Senate. MORE TO COME!
c. Opposition to language restricting doctorate prepared APRNs from using the term "DR." in medical/hospital settings.
